At the throat, area is smaller. Continuity therefore requires v(throat) > v(inlet). For a horizontal meter, Bernoulli's equation then gives lower static pressure where the speed is larger. The measured pressure difference determines the speeds, and continuity then gives the volume-flow rate. Thus the Venturimeter uses both continuity and Bernoulli relations. All four statements are correct.
