Relative angular speed is the difference of signed angular velocities. Thus magnitudes subtract for the same direction and add for opposite directions. A reunion requires relative angular displacement to be an integer multiple of 2π. Equal angular speeds do not necessarily give equal linear velocity vectors if the particles are at different positions on the circle.
